Hmm, sounds like that $4M could have paid for a tank farm to help stockpile some NG to level off the spike. We used to live out in the country on propane. Had to fill the 500 gallon tank around 2 to 3 times a year. You could buy it at market rate at time of fill (cheap in the summer, expensive as heck in the winter) or elect to spend more for a yearly rate lock.

The Village has a write up on their substation in this FAQ. Doesn't appear to have any storage.
