The guy who is accused of setting a fire to the Peoria Planned Parenthood is 32 years old…and has been arrested over 25 times in Peoria County.
From WMBD:
“Tyler Massengill has been arrested more than 25 times in Peoria County.

Peoria County court records show Massengill is on probation for aggravated assault and criminal trespass to a residence. He also served time in prison for theft in 2016.

Peoria County jail records indicate Massengill was arrested for domestic battery in 2022, criminal damage to property in 2019 and 2016, violent mob action in 2013 and 2011, aggravated domestic battery with strangling in 2012 and residential burglary in 2007, to name a few.

Tazewell County court records indicate Massengill served time in prison for burglary in 2008.

His first interaction with the law was at age 13 for driving without a license.”

Guy should have been in prison for life. He obviously had many chances to turn his life around and failed every time.

Right? I wonder how much time he served for “aggravated domestic battery with strangling in 2012”? :?

Another example:
One (of 2) of the suspects in Peoria County’s first homicide (shooting) of 2023 was arrested yesterday. From the PJStar article about the suspect:
Lamentae Turner, 22, was booked into the Peoria County Jail on the charge of first-degree murder in connection with the fatal shooting of Stashaun L. Wheeler on Jan. 22. The 35-year-old was found dead at the gas station, located at 2114 W. Farmington Road.
….
He's also being held on a IDOC parole violation. He was released in May 2022, after serving roughly half of a four-year prison sentence resulting from a 2020 Macon County conviction for being a felon in possession of a weapon.”

So, at 22-years-old, this guy has already been convicted of TWO felonies, at least one involving a weapon, and has spent 2 years in prison. 8 months later, he (allegedly) shoots someone to death.
WHY was this person out of prison?

WHY was this person out of prison?
You mentioned he was convicted of two felonies. We don't know what he did to get that first felony. He was probably released on displaying good behavior after serving over half of his term. But it's easy for ex felons to fall back into the trap of bad choices. Now with this charge of homicide, if found guilty, that would mean 3 strikes, and should get life in prison.
