Would this really have saved lives? Early on, there were many people that did not wear a mask. Some experts and politicians even suggested that masks made no difference and were encouraging people to live their lives like normal.

Testing, in my opinion, is a state and local responsibility. Contact tracing should also be done on a state and local level and has 4th amendment implications.

I have heard about the Obama playbook, but have yet to hear what was actually in it that would have prevented any needless deaths. Do you know of anything?

I was under the impression that those things were done early on along with the travel ban from China. Maybe not.

Once again, this is a state, local, and health provider responsibility.

Public Health is a STATE responsibility. I agree with your three statements above, had they been done at the STATE level. Unfortunately, New York’s governor, and NYC’s mayor FAILED on all counts. There was a state-wide plan for a pandemic; neither Cuomo nor de Blasio were familiar with it, though.
JFK and LaGuardia airports should have been shut down. They never were, leading to infected New Yorkers infecting people in other states and countries. There still is little to no testing being done at the airports. As for PPE, yes, EACH STATE is supposed to have a stockpile. New York did not have the recommended amount when the pandemic hit. Who’s fault was that?
Further, there was never a shortage of hospital beds in NYC. They just wouldn’t send patients to non-state-owned hospitals. Samaritan’s Purse set up a mobile hospital in Central Park, but closed when the city refused to send patients there. The same thing happened with the Navy hospital ship that was sent by President Trump. It went back to its home port after seeing fewer than 190 patients.
But, somehow, this is the President’s fault?

Had we followed the protocols developed by people who are much smarter than I am, we would not be in this position. Trump has the blood of 30,000 dead Americans on his hands. If he doesn't change course soon, it will be triple that number. He is one 100% responsible for not promoting a safe public health measure and instead putting the almighty dollar first. It won't do him much good in prison.

Public Health is a state responsibility.
That isn’t an opinion, it’s a fact.
There is no FEDERAL Department of Public Health.
The President of the United States of America cannot order Americans to stay at home, wear masks, or close their places of business.

But.... Why do we have a surgeon General if public health is a purely local issue? Or a CDC? Or HHS?

Which protocols? Where does the 30,000 figure come from? What specifically needs to be done to "change course"?

100% responsible? Interesting.

Those agencies should not be responsible for individual testing. They should be responsible for research and assessing/managing threats from outside our borders. This situation reminds me a lot of Hurricane Katrina where so many blamed the federal government for failures that were actually at a state and local level. People depend way too much on the federal government to take care of them. As a result, it has become full of bloat and waste.

this is good news. ALL schools should be open 5 days per week with a full student load. The "lockdown" has gone on far too long and for no good reason.
